i have this problem also. From time to time it just won't do anything. I mainly notice it when there are software updates to download (the yellow icon has appeared). But it does happen at other times.
pulling the battery seems to alleviate the problem for while but it returns after a few days.

no widgets move
cant select shortcuts
can tap on menu and open apps from there
and i think it wont show call/sms etc notification either
some said its coz of custom desktop commands widget but i removed it and it still happens
anyone know why?
