Where are the GPS control panel settings stored? Is there a file I can edit or a shell command to enable it? Thanks.

you can just edit the file from Setting -> Location

It's gotta be hidden from the user. I'm creating an anti-theft script.

i discovered gconf and gconftool-2 and used it to set the relevant keys.

Code:
run-standalone.sh gconftool-2 --set /system/nokia/location/gps-disabled --type=boolean false
thief catcher script coming soon.
