Download flasher 3.5 and install onto your windows.
Open Command Prompt.
Type: cd "C:\Program Files\maemo\flasher-3.5"

Put the .BIN file into flasher folder. Take a look at the picture
C:\Program Files\maemo\flasher-3.5\

UK version:

flasher-3.5.exe -F RX-51_2009SE_10.2010.19-1.203.1_PR_COMBINED_203_ARM.bin -f -R

Global Version:

flasher-3.5.exe -F RX-51_2009SE_10.2010.19-1_PR_COMBINED_MR0_ARM.bin -f -R

USA version:

flasher-3.5.exe -F RX-51_2009SE_10.2010.19-1.002_PR_COMBINED_002_ARM.bin -f -R

Then uninstall VLC player!
Otherwise change the file type in the VLC setting.

There is no way the above command will open up VLC instead.
You've done it wrong.

You have to be in the right directory. What OS are you using?
