As the title how can I add Extra-Devel and Extras-Testing repository or a general repoistory with xterm?

You can open the list of repositories in vi by entering:

Code:
sudo gainroot
vi /etc/apt/sources.list.d/hildon-application-manager.list
Then add your chosen repositories. My list looks like this:

deb https://downloads.maemo.nokia.com/fremantle/ssu/apps/ ./ 
deb https://downloads.maemo.nokia.com/fremantle/ssu/203 ./ 
deb https://downloads.maemo.nokia.com/fremantle1.2/ovi/ ./ 
deb http://repository.maemo.org/extras/ fremantle-1.3 free non-free
deb http://repository.maemo.org/extras-testing fremantle free non-free
deb http://repository.maemo.org/extras-devel/ fremantle free non-free
You can also use leafpad if you are not familiar with vi.

I nano /etc/apt/sources.list so that HAM doesn't mess up with my changes

and I comment out devel whenever I want. I suppose it will be pretty easy to make a script that prepends or removes a hash and then apt-get updates...
