Anybody planning to develop an OpenVPN client for N9?

I could pay up to 15Eur for it through Paypal or OviStore (as long as the app is available in China).

I followed the instructions here and it worked well:
https://12vpn.com/setup/harmattan/

Instructions were clear and I could use my own VPN. You just need to make sure your openVPN config file is named exactly "vpn.conf".

Note: if you're in China, you really need to handle the DNS cache poisoning issue to be able to access facebook, youtube and others.

vpn, openvpn, 12vpn, what are they?

A VPN = virtual private network lets you connect to a different network, usually in a different location or even country, and lets you browse as if you physically were in that network. It can be used to bypass local restrictions (e.g. website blockers) or simply to seemlessly connect to your home/office network.

There are different implementations of it, openvpn is the free/open one.

12vpn is probably one of many service providers that let you connect to their network and browse the net via their connection.

Correct. OpenVPN is the most popular open source VPN solution.
12VPN is one VPN provider among many others. I use another one and it works well too if following the "hack" explanation from 12VPN. At least, I must say kudos to 12VPN for putting up these clear instructions.

While I attempt to follow the method at https://12vpn.com/setup/harmattan/

I'm not able to pull the files. The Jare version provides me a 404 error and the elleo version keeps telling a 404 error for packages.gz. Any help is appreciated.

I tried doing this just now and I could download and install everything following the instructions up until to installing the 12vpn configs (don't have 12vpn login).

Did you try to download Jare's version to your computer first?
