Then it might be caused by bad drivers or the external framebuffer or both, but not because of gameboy hardware.

The Cortex A8 performance is about equal to Atom and Pentium 3 at the same clock speed except floating point, which is much less powerful on Cortex. NEON optimizations might help a bit, though....
