I would say something is wrong on your pc end as the Jolla hands out a correct dhcp address for me.

Did you set up the USB ip etc on your laptop/pc?
On Mac OSX you need the Horndis driver since Apple does not...

This is not a hardware issue. That cyanogenmod supports it in some cases is because it makes certain choices.
For mass-storage we need to have a separate FAT partition to have it work on all OS's....
