Intel has money and a need to do something mobile where their chipsets are used. Why not...

720p is only 1280x720. That's not even 1MP. Samsung I9000 Galaxy S mobile phone can record and play back 720p H264 videos with a 5MP camera. (and nearly the same CPU but at 1GHz) Samsung OmniaHD can...
