Why not? I'm running my Droid at 800Mhz without a hitch (sold to me running at 450MHz, and Froyo bumped up to 550MHz). I've read about people running Motorola Droids reliably at up to 1.2GHz. I'm not quite that brave, but I can easily see the Samsung Captivate doing 1.6GHz stably and easily--more than that, I'm sure, even.

Works with other languages. But English being the most reliable. There's a specific listing of what languages work and which ones don't work yet. I think Japanese is on there but not for Google Voice yet.
