Please try to sign in now and choose the "Create a Keyboard - Power user access" link.

For the Dvorak XML layout:

- You are using language="en_dv", maybe you could switch to "en_gb" or "en_us"...

I updated your permissions - please try to sign in with your account at www.mesinput.com and choose "Create Keyboard - Power user access".

@Bundyo: If you want, let me know your google account so that I could grant you power user access for MesInput - this way you could submit the layout for others to use already now.
