You cannot possibly have the "data" that is available to the Nokia board, or you wouldn't ask this question in the first place. That "data" is not what you think it is.

There is a world of difference between simply floating wherever the flow brings you, and making things happen. What Nokia is doing is making things happen. Data supporting the rights or wrongs of Nokias actions does not exist yet, only rough estimates of cost, risk and future projections. Only in hindsight will such "data" be available, if ever.
Social science has no answers, no rights and wrongs, only public reactions. We do have that data and it is not looking positive. If nokia has "data" that shows that the risk is lower and they are going to be fine and that people should invest in them then it is in their best interest to plan a press release. This is the way any social science works.
