Because you could wind up way out in the boonies with only GPRS (or even only GSM) connectivity, and need to make a call to a landline. As long as you've got GPRS, you can IM, but voice isn't likely to work at all. (Though a half-duplex voice channel is theoretically doable.)

Of course, people survived before there were mobile phones, so it's not a necessity.
