Maybe with free they mean free as in speech, being less dependent. What is meant is practically unlimited, practically innumerable. If cost of labour to construct, R&D, cost of maintencance all go down there will at some point be 'practically free energy'. It isn't completely gratis (breathing costs your body energy, which you need to replenish, after all).
