The Application Manager cleans it after every install/upgrade/removal, IIRC.

If they are stored in some location like /var/cache/apt/archives? etc
can't we create a script or something to copy the contents of that folder while the application manager is running/installing.
I have done this in windows, some applications come with online installers (for example adobe).
During installation they store the installer to a windows temp folders. I have been able to copy installer files even if they were locked.

Regards to this, as far as i can tell. The only files left stored here are the ones via apt-get. Unless they are stored elsewhere, it would seem they are erased.
