It means copy the tarball to the N900 to the directory /opt
You can of course copy it via mass storage and then in the X-terminal
sudo gainroot
mv /home/uservMyDocs/OpenJDK-camswl.tar.gz /opt

The address in the scp command can and probably will be different for you.
