when i use the camera, i guess the lens doesnt even display a clear picture and when i record a film it looks like what appears to be film grain and its noticable in pictures that i take. is this normal

Does this happen all the time? What are the lighting conditions ?
This happens sometimes in pics taken in low lighting, but not in outdoor day shots. Changing exposure/ISO settings might help. (or cleaning the lens
)
