An user sent me PM and asked some questions, but when I try to reply I get an error message;

user has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her.
Is there some limit on the forum that users who have not posted anything cannot be contacted via PM ?
(he's made zero postings...)

Even those with 0 posts can receive PMs but if they have disabled receiving PMs there is nothing much you can do

Why not go public with the name here in this thread an he/she might read it an enable pm.

Something like:

"if you are the guy with disabled pm. Enable it ASAP since xxx is in the process of sending pm to you"
