Granted there are several releases of maemo out currently. The big difference though is that when you develop for one it goes specifically for that device. I don't have that choice when I develop for Android. Its one market for all.
The only way to force a Dev to do something is to make it impossible for them not to do it. Now if Android completely dominates the market then I would imagine devs will have no choice, however as it currently stands - Devs are actually backing away from Android (several articles regarding this) owing to the complete Cluster **** Google has made of keeping standards etc. If those devs dont start then you wont get the cool apps and no domination.
