Well, he wants to see OTHER mac addresses, not his own
So, the "brother's PC" acts as the wireless router, does it? If you cannot access that then you are out of luck, unless he has a "real" wlan AP (a wireless router for example) where you can login and see the connected clients.

Edit: Just for clarity...
You'll need to manually add the interface as a parameter, or arp-scan will throw you an error.
Where the first hyphened character is a lowercase "L" and the latter a uppercase "i".Code:sudo arp-scan -l -I wlan0
