I reckon we'll have to wait for the emails.
They don't clarify very well what they'll do with each pre order either - we have 3 types: 1st 100€, 1st 40€ and 2nd 0€

It might be either way, but at the moment I would interpret it to mean only customers in Finland.
Edit to be clear: At the moment with this information I would say invitations to the launch: only for those who pre-ordered in Finland AND they start the shipments to Europe around the same time. Everyone will get email shortly.
