I guess you have to get some community batches. Or try to get some device from Brics countries, even North Korea or Iran might be intressted. We will see.
Unless, Russia and China start pushing billions of dollars into jolla, but I doubt that since it's takes to much money to eat market shares in EU/US unless you have something "unique" and so far jolla do not have it.
I still don't believe Russia and China will invest enough in their own OS to make the serious. I think they will realize how stupid it is to build its own flavor
The best thing for Russia would be to give a few billions to jolla and then stay away
