I bought two N9s, both with Device not working properly error. I fixed first by flashing one file: A0E9827F_DFL61_HARMATTAN_40.2012.21-3.339.2_PR_LEGACY_339_ARM_RM-696_PRD_signed.bin
But second, I can't flash. Error: https://pastebin.com/wdBbq1CJ
Any solutions?

Not got a solution for you yet, but can you tell me which of the two N9 you managed to fix from your previous posting "First is stopping on Nokia logo, second is showing error Device not working properly"?

OK. I will tell you exactly what these Nokia phones have, what mistakes they have and their history.
1. First I bought (a few months ago) N9, which hangs on the NOKIA logo.
I could not fix it (currently it has a similar bug as in the topic, but with a different version of the software).
2. Then, at ONE auction, I bought two Nokia phones,with error Device not working properly. I fixed the first one with a successful flash, while the second one failed - and this is what this topic is about.
3. The last one I bought a blue N9, it turned out that it was from China and it was hanging on the NOKIA logo. I flashed it with the 009 soft (it was), and the process of flashing cmt-mcusw was suspended. Then I have flash-only = cmt 003, and it works great: D

Your second one is busted.
just search on this very forum for your error code
bb5_rdc_cert_read_failed

You bought a brick. I do hope you did not spent too much?

You might once try old flash, param -c, but I am sure outcome is the same.

Seems exactly the same issue as in this thread to which unfortunately there was no solution as seems HW issue on flash memory:
