At this point it is fairly complicated to know which projects have been covered via pre-Summit loaned devices + Summit loaned devices + happy with the device discount.

Nathan, you are a good example of a developer with a concrete project that hasn't been covered in these three actions and are claiming yourself as a candidate for a loaned device if there is one available. Why don't you start a wiki page adding yourself to the top? Then let's wait for a second developer self-proposed, and we can start the prioritization.

App Karma already does karma decay, as does the "news item karma" from social news, so doing that for user karma also should be possible. However, I'd like to see pretty good plans about it before even scheduling the implementation. It seems quite a few people take karma quite seriously...

Well, think about it. A group of developers where nobody has individually enough karma to qualify for the developer device program could pool their karma points to one account and get a device to hack with. Being able to trade karma opens interesting possibilities indeed...

In keeping with the community spirit, should we setup a way for people to donate their discount code to a developer who needs it?

I certainly don't mean to be ungrateful for the discount, but I got one to review till January, and with things being where they are in my life, I'm not going to be able to spend even the discounted amount, so there's no reason it should go to waste, and I would imagine there are at least a few others in my same situation. How should we handle that?

Personally I think this is a bad idea. I would be worried that this may then cause karma level needed to achieve X (discount, voting rights, whatever) would increase, possibly affecting other users negatively who have been following all the rules doing all the right things.

While this has been discussed about future programs it is not something that can be done this time. Nokia has no mechanism to handle this at this time. This idea has been conveyed to the proper people, its just not gonna happen this time. Perhaps next time. I think the fair thing would be to either deny yourself the code and let Nokia give it to someone else (based on Karma), or like in the past, make people actually apply for it if they would like to participate in the program.

As for what to do with your discount, use it or don't, please don't post Hey who wants my discount, or use it as a bargaining chip. I personally would keep any plans other than to use your discount for you, to yourself.
