vim-7.2.0-maemo6 is now on its way to Extras-devel with the following default vimrc:

set nocompatible
set backspace=2
set mouse=a
syntax on

Are you talking about the vimrc file located here: /opt/maemo/usr/share/vim/ or can we create one in the ~ directory?

Certainly, Vim on the n900 will recognize and use a .vimrc in your home directory. I think it is better practice to make your vim customizations there, anyway; even if the n900 doesn't really support multiple users, other machines running Vim will, and you don't want to get in the habit of messing with the global Vim resource file.
