Before, I was routed through Midwest, but just recently, I am now routed through Seattle, WA.

How do you know where its routed through? Your link says the server is still in Kansas. I live in the Seattle area, and my speedtest.net also says the server is in Kansas. I have the $25-30 plan and am using the epc apn...

I switched to the $25 plan...couldn't deal with the latency issues. Anything over 150ms is "not recommended" for VoIP.
