I was asked for a class at university to make an application, that will log gps location changes.

From the research that I have done seems impossible to develop and test without a device.

Is this correct or did I miss something?

You are basically correct, however, I have seen software apps that have code that simulates the actual gps receiver and is able to display a simulated track.

Sorry, no, I happen to have that feature on my Garmin 680 GPS receiver. I your case, you could buy a small USB receiver that plugs into the computer that you are using to write the code. Incidently, there are many GPS receivers that do work well indoors.
