His N900 isn't locked to AT&T, N900 can't be locked. Even though he bought it from AT&T and the carrier name is on it, the device IS unlocked.

You asked how to unlock the phone to all networks - There is no unlocking process needed, as it's already unlocked (as in, it was never locked in the first place) as O2 don't lock any phones they supply, other than iPhones and some Blackberries, and afaik the N900 doesn't even support the possibility of operator locks in the first place.
If that was the case then why is there this option - Goto settigns then click on the bar at the top. you get 3 options drop down.
One of them is "Enter code to remove operator lock"

God I wish I couldve gotten a Att n900.... to think they would sell a phone that cant even get on their 3g....

That would be a lock on the sim card, not a lock on your phone. Your phone is unlocked buddy

N900 can be locked!

My friend bought one from polish orange(i have one from orange too but it was bought earlier and was unlocked)
We were trying many simcards, and reflashing phone but didn't helped.
Operator confirms that phone was locked.

my nokia N900 says SIM REJECTED to all sim cards except AT&T
