I doubt Apple has anything to do with this. Fring didn't properly secure the rights to use Skype's network. From what's been rumored so far, Skype was willing to work out something - for a fee of course.
I just said, lets say Maybe we don't need to look so deep. Fring can have their own plans anyway. But is not like this is only way to use Skype on IPhone?

video calls work for me over 3g, but skype does serious codec degradation dependent on connection speed
