Yes, I would also like that. One option is to configure only one folder to contain the music to scrobble. Another option is to have a "disable"/"enable" button... but that of course would need a UI first.
My current plan is to have a widget on the desktop where you can "love" tracks, then it should be easy to add a checkmark to enable/disable song queuing.

When I play music and don't have a networj connection, mafw-lastfm consumes 99% CPU until i connect or until the battery dies...

Are you using the latest version from extras-devel?
I can't reproduce your problem when I
1. switch to Flight mode
2. start playing music
In this case the scrobbler should use /home/user/.cache/scrobbler/
