it starts and works from xterm with that command. but xterm says "unsupported date format character at 1 (%-d. %-m.)"

That is "normal".

Wondering why it won't launch via settings panel. Give me output of this (all in one line):
ls -l /usr/lib/hildon-control-panel/libtheme-customizer-ui.so

(that's small L -letters on that command).

More weirder it goes... that's also normal. Can you open anything from settings application? Like input language?

Very strange. If you have rootsh installed, try uninstalling and installing again the theme customizer from terminal and see if you get any errors:
sudo gainroot
apt-get remove theme-customizer
apt-get install theme-customizer

did not re install from xterm:

/home/user # apt-get install theme-customizer
Reading package lists... Done
