A trick with this would be getting users to enter their voicemail number as a proper international dialing code so they can still pick up voice mail when travelling internationally.

True, but you've implicitly assumed a much more complicated application. Rather than run a periodic sweep that simply scans files for strings, you have to first see that something has been changed...

The change in track is probably send out somehow, as the FM Radio transmitter knows to send new song titles out over RDS when a new song starts playing. Try watching what happens on the system...
