I hate to say it (as I wanted a Jolla tablet too), but Jolla is in a terrible position right now. It has (temporarily for now!) gone bankrupt, it has failed to meet its commitments...

I'm sure Jolla will try to get some tablet vendors to produce tablets with Sailfish OS. It remains to be seen how long it takes.
And if we are very lucky they announce this week a tablet vendor...

No, it's the resources that decide. All of those things that you listed are expensive and/or labour intensive. Nokia had a huge horde of developers, and near bottomless pockets. You just can't expect...

I sent a report to Jolla care one month ago. They told me to hold on due to some problems (that are obvious nowadays) today they answered me to send the phone back to repair.

It's rumoured a high spec Tizen device will be released in Europe next year.
Samsung are also working on Tizen for the Raspberry Pi (http://blogs.s-osg.org/tizen-on-rpi2/)
