No idea what winamp does, but I use MPC to stream music via HTTP; use normal player to listen and a "special" client (like cutempc or mmpc) to change playlists etc. No need for fancy playlists.

Such a system is already in place, seperated into 2 parts:
The first is called garage (or app manager on your device).
The second is called "paypal".
IMO it would be better to get the garage...
