Except when you have a vertically scrolling content. File managers, email clients, media players, galleries, text editors, take your pick. You can reach the pulley only when you are at the top or when the app contains some kind of an "anchor" - but then you cannot pull the menu "from anywhere on the screen", you need to grab it by the anchor.
That is not the app developer's fault, that is the OS design fault.
This has been discussed a million times and Jolla and some of their users are in denial about that, which means nothing is going to change. So there is little point talking about it again. Not in this thread.

Its app developer problem if they dont code it as it should work. I dont know if there is any guidelines by Jolla.
Excuse me but this is simply not true. I have checked every use case you are mentioning with Jolla's default apps and I can pull from anywhere on the screen in most cases. One exception is the gallery where I have to pull from the top half of the screen when I am viewing a picture.
Maybe you are using 3rd party apps but then it is not the OS design's fault.
So yes, we don't need to discuss it again but as usual you are the provocative one and maybe it's you that you are in denial.

Pour l’instant, tout n’est pas encore fonctionnel et il semblerait que les smartwatchs ne soient pas une priorité, car les ventes sont faibles.
For now, not everything is functionnal, as smartwatchs are not a priority, due to low sales.
Sailfish OS port for the SONY Xperia X should be available by June 2017 through a download link on Sony's official website. Then, an Xperia X with preloaded Sailfish Os could be sold.

I agree, however nice Fairphone is, it is marginal phenomenon just as Jolla is.
Sony, OTOH is a player of another tier. Having Sony for partner is importance of an order of magnitude greater than partnering with FP.

Jolla did everything they could with Fairphone, at the end of the day it was Fairphone who chose not to pursue an official device.
Clearly Fairphone thought it was not worth doing, and considering they are struggling to survive right now I guess it would have spread them a little too thin.
