10 or 15 % after trackerd has stopped is not normal. It should go down to 1 or 2%. What process has the highest utilization after trackerd has stopped?

No no - after each restart about five minutes it takes CPU to backdown to normal condition

It is natural that after every restart this operation be repeated ?

Yes, trackerd does that after every restart. That is why it is not normally recommended to do a restart. Rarely do you really need to do a restart. If you want to kill a process just learn to use the "kill" command.

You can edit ~/.config/tracker/tracker.cfg and set BatteryIndex and BatteryIndexInitial to "true". This will disable indexing while running on battery.
